'73 3.0s headlights not working (archive)

The last problem I need to solve before I can legally drive my car. When I pull the headlight knob out 2 clicks(2nd position) it does not turn on the low beams or high beams. Only the parking lights illuminate. And when I play with the high beam lever, still nothing happens. The lights themselves aren't bad, because the multimeter says there isn't any current flowing. The wiring diagram shows a resistor it calls primary resistance, and a relay for each set of lights. Where do I get either of them? The dealers and nationwide parts stores just emptied their stock of small parts for these because we are almost at the 30 year mark.
