Zenith INAT problem (archive)

Have a pair of INAT 35/40s with Mix Re. & TN starter. i have a suspicion that the stage twos are not working. Diaphrams look OK and there do not appear to be any obstructions to the mechanical operation. With engine running, looking down the barrel, giving the obligatory rev, nothing happens - but i appreciate that there's not a lot of load on with the car static. i'm a vacuum moron. Does anyone have any idea how i could go through troubleshooting this problem? i've checked the information on Devinder's site - many thanks - but am none the wiser.
