First - the little hole in the venturi that you refer to... am i right in assuming that i need to take the upper level of the carb off to gain access? It looks to me like the channel from the do-hicks that have the diaphrams in them to the carb body proper intersects with the carb on its middle level.

You should be able to see it and get your finger on it as-is.

Second - regardless of anything else... if the carbs were functioning correctly should there be sufficient vacuum to actuate the stage twos with the vehicle stationary and me staring down the throat i.e. should the choke open once the appropriate revs are reached, or does she need to have some sort of genuine load on?

I don't think this will work. I'm going from memory now, so hopefully someone else will correct me. I think the linkage is such that the seconday cannot open unless the primary is first open all the way. Of course, you don't want to open the throttle all the way in neutral, so maybe the genuine load is needed. I'm not near my car right now, but it's pretty easy to check this theory -- stick a plastic or wooden rod in the secondary barrel and try opening the seconday plate without opening the primary.
