i guess that i was kind of confused - there is a small hole visible, but it is in the primary, not in the secondary where i was looking. Didn't seem to have any effect, but i did devise a handy alternative strategy - ideal for the technologically challenged like myself.

1) Take two matchsticks and tie each of them onto the ends of eight inch long pieces of strong thread.
2) Carefully place the matchsticks down the secondaries so that they are resting on the butterflys.
3) Tie the other ends of the thread to the top of the carbs, leaving a little slack. Replace cover on air cleaner.
4) Warm her up then wring her right out down a side-street.
5) Take the cover off and try to find your matchsticks. If they have fallen through then your secondaries are working. Use the string to retrieve them.

My secondaries are, in fact, working. Seems to be pulling better now also, as i've just replaced one of the squillions of bits of rubber hose.

i guess the other thing it shows is that you need load on (on the move), not just revs (when stationary), in order to actuate the secondaries.
