Even if the secondary diaphragm is not working, the primary will open the seconday a little bit when it (the primary) is fully open.

A witness test is a great idea, but maybe a witness on the diaphragm would be more conclusive.

My secondaries were not working when I got the car. After a carb rebuild, the first thing I noticed was the sound -- you should hear a lot of induction noise when they open.
