The problem is not the rotors, but the pads. I am pretty sure you have metallic pads. They will squeal when cold whatever you coat them with, and be silent only when warm, like in a race situation. Your best bet to anihilate the squealing is to switch to organic pads like the PBR DeLuxe (previously known as REPCO). They are cheap and absolutly silent.
