You have to know the rim width before you
can determine the correct offset. If the wheel
is 7" wide, you need an offset of between 20mm
and 25mm. If it's 7.5" wide you need to stick
with a 20mm offset. The diameter of the wheel
doesn't matter when it comes to offset.
