Poor mileage on 84 318i (archive)

I am running reg. bosch spark plugs. I usually replace my spark plugs at 15k intervals.

The car is average 20 mpg now (should be around 27mpg). I have 200k on the odometer.

I had a major tune up (fuel filter, val adjustment etc) about 12k ago. Was average 27 mpg.

I ran Chevron Tech fuel system cleaner about 5k miles ago. I was still average 27mpg.

I am gonna change my plugs and run more fuel cleaners. Any other thoughts? The car will go to the mechanics if the mileage does not improve. It's driving good (feels great) but the mpg is at a low time low).
