87 325 FAILED EMISSIONS HELP!!!!! (archive)

I own an 87 325 with 195k miles and it won't pass the local emissions test. After it failed the first time I changed the plugs but then it failed again. It runs fine except for slight hesitation during acceleration. I don't know how to get it to pass, and if someone could give me an idea why it hesitates I would really apreciate it!! PLEASE HELP!!!!
