There is a good chance it is the Oxygen sensor. They are supposed to be replaced every 50k miles, and hesitations is one of the symptoms.

I have had similar problems, and have gotten good advice on this message board. Check out "i got problems" and "please help me with my O2 sensor" lower down on the list. I don't know what this has to do with emmissions, but I am sure it could make a difference
