Mine was several air leaks. The vacuum hose to the fuel pressure regulator was a little loose. i cut the end off and put the fresh part of the hose back on. Also there was a leak in that large PCV hose at that plastic splice piece in the middle. I siliconed that up. I siliconed up the 90 degree rubber snorkel right before the throttle body (had cracks). I cleaned out the flapper valve (air mass sensor) with caburetor cleaner (this always semms to help when I have that fluctuating idle problem). Also If your idle control valve is bad or mis adjusted this can happen. If you pull off the connector while the car is running your car will sound like you are on the starting line of a F1 race. The revs should rise and fall dramatically. Plug it in and it should instantly settle down. Pull one connection and put an ammeter in line to complete the circuit. At idle (750 rpm) you should see a certain current. I can give those to you when I get home out of the Bently manual. Your valve may be new but it could be improperly adjusted. Hope this helps.
