Fog Light Electrical Problem (archive)

I’m sure if ups decides to deliver my Bentley manual I may be able to trouble shoot this better, but maybe someone has seen this problem in the past. When the fog light switch is on but the headlight switch is off the headlights come on dim and the headlight relay makes a buzzing noise like it’s being back fed 12v from the fog light relay. I’ve pulled the two fog light fusses and check for shorts between the lights and fuse box, but the problem is still there when the fusses are removed, so it must be between the switch and two relays. The problem goes away when the fog light relay is pulled and I’ve tried different relays in the headlight and fog light positions, but still no luck with the problem. Any ideas? BTW, it's an 86 325es.
