The outer lamp has the Hi and Low beam inside, that is why there is three wires connecting to it as appose to the two on the Hi beam. Replace the bulb and it will be good.

If I lightly free rev the car it also makes a sort of chain like noise from underneath. If you are reving the engine at a stand still and you here this noise, it can't be anything in the drive line. You failed to mention if you have an auto or manual, if it is a manual, could be the throw out bearing going bad.
