87' 325 Ancillary Fan problem (archive)

I am having trouble with my ancillary fan coming on, according to the manual if you pull the plug off the sensor on the radiator you can test it by jumping across the connector. When I jump to the high side the fan works fine, when I jump to the low side the fan doesn't come on at all. Manual says to check fuse and relay, I have swamped out both and get the same results. Any ideas would be appreciated.
