When to replace shocks or struts? (archive)

Should any suspension components be replaced after a certain amount of miles? I notice while I drive my 325i slowly over a bump it tends to feel as though the suspension is loose. Also turning is a bit tough, I would like to make the steering looser like my brother's volvo. Any info will be appreciated.
