Umm... make sure everything's installed properly? Maybe your exhaust is louder than it and cancels it out? It could be a number of things. The sound is usually just an added side-effect of the increased air flow. I suggest blipping the throttle in a drive-thru and listening. The intake noises bounces off the building's wall and is easy to hear.
