Xenon bulbs are just bulbs filled with Xenon gas mixtures. True HID systems are more complex. They do use Xenon gas but they also use other components such as ballasts, etc. I can't remember the other components as it gets technical. Turner Motorsport is selling a true HID conversion kit for $710 or so. This is much more $$$ compared to just Xenon bulbs. I have Xenon H1 bulbs in my headlights and the light is a little bit whiter than stock but not as blue-white as HID.
