The symptoms seem to indicate a bad board or bad Ni-Cad batteries.
Just to check, try to borrow someone else’s instrument cluster and swap them. It takes 10 minutes... Your problems are common to many E30 owners.

I tried that also. A while back I went down to the junkyard and bought another instrument cluster and installed it. It acts the same way as the first one.
