There are just too many reasons why the odometer on an 11 year old car is inaccurate. The odometer in my '87 325is, for instance, is current broken. The MotoMeter variety of odometer contains a very small, and apparently very weak, gear that is famous for stripping its cogs. The first time I had it fixed it cost me $160, and lasted about a month. The cost of a new VDO (I'm told) is around $400, but it'd mean starting over again at 0 miles (this car currently has 90,000 legitimate miles on it).
The guy selling the car may not even be aware the odometer has been replaced. At least YOU know the odometer mileage isn't correct. That's the important thing. No need to play Dudley Do-right and "report" this person to authorities who couldn't care less. The only situation where it makes sense to make a complaint is where it's a car dealer who routinely rolls off miles to improve the sell-ability of his vehicles.
