Power Steering leak -how do I fix? (archive)

I have a 89' 325i. The power steering fluid is leaking severly from the rubber (CV boot -I think) boot on the steering linkage. The boots are on both sides of the car. The boot doesn't have a hole, it just pops of the linkage and fluid starts to leak.

I put it back on, but the fluid kept going low, then finally the boot popped of the linkage again.

I think it may be a broken pump, which causing too much fluid to build in the boot, forcing it to pop off.
Does anybody have any insight? I don't want to buy a new PS pump and find out that that isn't the problem.
Is there some type of return pump or system which isn't working.
