I didn't know that mustangs had 2 sparks/cylinder! but from what I know of rotary engines (Mazda RX-7) they used 3 spark plugs per rotor. There were two rotors per engine so it had as many plugs as a regular 6 cyl engine.

From what I've learned from thermodynamics, they do this in engines that have trouble burning all of the fuel.
