Your flasher is not the problem because it supplies "flashing" to to all corners as selected by your turn signal switch and your emergency flashers. (it's located in the upper steering column)...your problem seems unique to the right rear light assy...check the bulb as this is a dual element bulb...one element for "park" and one for "turn". Also check to see if it's "seated" correctly.
