that's a 10mm or so nut holding the transmission's rotating arm to the drive shaft of the motor. if the arms' park position has moved without the arms themselves being adjusted, the most likely cause is a slip of the driveshaft at the transmission connection.

unfortunately, you'll have to remove the firewall cowl cover at the rear of the engine bay: pull up the engine bay gasket at the windshield, remove four (4) 7mm bolts near the cover's corners, remove the engine wiring harness connectors and move the wiring out of the way, lift the cover to expose the opening. while there, check the transmission to cowl connection (a 13mm bolt) and the motor to transmission bolts (three 10mm bolts in a triangle pattern around the motor's driveshaft).

alternatively, remove the wiper arms by prying the plastic covers up slightly, taking off the 13mm bolt holding each arm to its respective shaft, and then reposition the arms to your liking. test before putting everything back together.

warning - do not let repositioned arms strike the hood if they're mis-adjusted. you'll hate yourself - and me - if that happens.
