The wipers on my E30 come to rest very high on the windshield, yet when I turn them on, they work just fine - but when turned off, will not come to rest as intended down low on the windshield.

I had the same problem several months ago, the wife turned on the wipers while they were frozen to the windshield. Changing the arm position by removing the nut only resulted in the wipers dropping too far.

If you're not up for removing the cowl (the best fix) you can try what I did (accpeting no responsibility here !) Have someone inside press the wiper swicth while you lightly hold the wiper arm. Once you feel it start to really push, release the arm and then repeat. If you do it right, the arm will have shifted a small bit. Don't do too much at once or you risk damaging the linkage.

I managed to get mine back in to proper position, doing this, although it does take some time and finesse.
