I have not this type of work in several years so I may not be 100% accurate. It does sound like that circuit has a short to ground. Isolate the wires in that circuit and check for continuity to GROUND. Not continuity of the wires, electricity is definitely flowing. If your using a Fluke meter it will have this option. Also inspect very carefully any wiring harness on this circuit, if it shares a harness with a higher amperage circuit there could be a short in the harness. When it does the rpm goes up to 2300 and stays. It won't take a new fuse they blow agian. I have checked from the idle computer under the dash to:idle control vale, temp.sensors,vacuum sol.,TPS, ect.... Have replaced all of above and still no fix. Tested for continuity, looks good.
