In theory it sound all to good to be true... in essents your car should blow colder air at idle because less rpm's = less water pressure which = a hotter engine block ( does not curculate throw cooling elemints fast enough) = a bad thing if left to idle to long. And at higher rpm it should blow hotter air because there will be an increase in water presure= increase flow throw system( heater core, rad etc.)= cooler engine which in theory is better is better for wear and tair... the only problem with your car is some thing mechanical on the controls in the cock pit of your car or the wrong thremostat has been installed at one point>>>always wright:

My 91 318is blows cold air from the heat vents when it is moving but seems to be working okay when sitting still. What could cause this?

switch the inlet and outlet hoses on the fire wall that go into the heater core , it sounds as if they are backwards.
