You can retrofit the bumpers, but it's a lot of work, probably more than it's worth.

As for shrinking them, it's quite easy... just drill out the 2 shocks (you can do this without removing the bumper). it's easy, but make sure you're wearing eye protection cuz you'll get hydraulic fluid (or whatever it is) all over you. Then either run your car into a tree or wall or something, or get out the sledgehammer (this is the fun part!).

Why can't you just retrofit the bumpers from a 90 or 91 model? I was just wondering...is it even possible?

I have heard of people shortening the bumpers on erly e30's.
What is involved in doing this? I have an 85 325e.
