I have a '91 318i and i was wondering if it is common for the gas guage to read completely full when the tank is almost empty? Seems that sometimes my guage does this but will settle out after some driving.

"Sticky float" in the fuel sender (tank level) unit. You'd need to pull it and check to see if float is sticking or moves freely.
