Mine runs at 1/2 with 88 C thermostat, when it had the 80 C thermostat it never ran higher than 3/8. I'm thinking that maybe your radiator is partially clogged or thermo is not opening up completely. Try replacing your thermostat then remove radiator and give it a backflush and hose down the cooling fins as well.
