The damper CAN and MUST be taken out first before you can remove the flange. How? There are 6 bolts on the damper. Three are integral part of the tranny output flange. The other three you can't remove until the damper is taken out together with the drive shaft.
To remove the damper, you have to remove the three nuts on the three bolts integral with the output flange. Next you remove the exhaust pipe. Then you remove the heat shield to expose the drive shaft and the drive shaft center support. Loosen the support from the car body. Next loosen a lock nut on the drive shaft near the center support. After this you can separate the drive shaft. The front and rear sections of the drive shaft separate from each other near the center support.
The damper comes off as part of the front section of the drive shaft. You may then remove the three remaining bolts on the damper to separate it from the front section of the drive shaft.
Now do you still want to cut the flange off and throw it away? Even if you do, you still can not remove the damper without first removing the front drive shaft section. It's because the damper is connected to the end of the tranny by three long bolts.
