Idle Control valve Function.
1) Try turning the adjusting screw (allows air to bypass closed valve)full clockwise to allow minimal "bypass" air flow. If this does not work, check the valve for proper function:
a) unhook electrical connector and verify you have 12vdc there; if not, IC module may be defective or wiring problem or connector (at IC module) may not be good. Check wire continunity from IC valve connector to IC module.
b) If you have 12vdc; reconnect to valve and put ammeter in line to measure current flow to valve; should be about 0.5 amps. If is is much less; valve is not closing and this allows too much air to engine and high idle.

Try using clamp to pinch off (close) the rubber tube on which the IC valve is installed; with engine running this should reduce idle as you pinch it down; when fully closed, if you have no air leaks then the engine will die----it now has NO source for air. This will be helpful to determine if the IC valve is the culprit.

There are many other things to check; but try these first...see if you can determine if the problem is in the IC valve area. If not, you'll hvea to look elswhere (air leaks to engine are a common cause....you may need to check for vac line leaks).
