i have tried many times to get the idle down it stays at 1400 out of ideas

make certain your throttle is fully closed at idle; check to be certain the cable to the throttle is adjusted properly. Check the small adjusting screw that sets the resting position of the point where the cable connects to the throttle mechanism. If it is holding the throttle open even a small amount, the idle will be above the normal 950 +/-50 RPM spec.
