i bought a pair of those at my local Fred Meyer's (K-mart wannabe store), for $12 each. they are not Xenon HID! they are Sylvania Cool Blue. but i got them because they're 100% street legal. i like them. but don't buy them from this guy. he's knocking off the sylvania website big time too. check out their webpage:
