THE EASIEST WAY TO TELL IF THE MILEAGE IS TRUE IS TO LOOK AT ALL OF THE WEAR AND TEAR PARTS. Is the driver's seat worn? How about the pads/rotors? What do the tire treads look like? If the car has mileage that low, it should still look BRAND NEW. Even the windshield should show NO signs of wipers running across them, etc.

Good luck, I'd look in HEMMING MOTOR NEWS, and hire a pro appraiser. If the car is truly that low on miles, it is a steal for 15g's. REMEMBER to replace any dry rotted rubber parts in the engine, drain all fluids(which should ALSO still look new), and drive her carefully for the first 1500 miles, to allow her to "re-break in."
