If it is indeed just a badly aligned steering wheel then pop it off and re-align it.

I have a 91 so I have to deal with an airbag so I'm guessing for an '89 you just pop the cover. The nut should be 22mm. Get your BFW (big wrench) and undo that sucker. Once the nut is off and before you start tugging on the steering wheel, insert the key, unlock the column and the steering wheel should slide right off, easy as pie. Align it and put the nut and the cover back on.

Anyone know the torque spec is on that nut? Well I don't so what I did is applied a little LocTite blue and made it guttenteight.
