That's why mediocre test drivers that can't hack it in F1 can come over to other series (like CART/Indy Cars) and absolutely dominate (e.g. Alex Zanardi). That's why guys that are too old to compete in F1 go "to pasture" to CART/Indy Cars and not only drive, but WIN! (Mario Andretti, Emerson Fittipaldi). That's why stars of CART/Indy Cars can never make it in FI (Michael Andretti).
Unfortunately, the F1 rules makers have really screwed up the rules, which has made passing almost impossible (the cars get too unstable when drafting up behind other cars). They have tried wacky things like narrowing the width of the cars, grooved tires, etc., but it has only made things worse.
Also, unfortunately from a spectators standpoint, it is more of an "unlimited" type series, unlike US racing where the rules strictly level the playing field. To compete in F1, teams need HUGE $$$, and the very best designers/engineers, etc. There are not many of them to go around, so only a select few teams have the resources and personnel to dominate.
But, if you want to watch the world's best, most talented drivers compete (as opposed to simply watch some colorful cars go round and round), you have to watch F1.
