If the car sees a significant amount of street use, I'd go for the E36 M3. If the car is primarily a track car, the E30 would be cheaper to buy (not to maintain, tho) and probably more fun, but a little slower on the track. If it's weekend blasts on twisty roads, I'd take the E36.

My personal opinion about the E30 M3 is that it's too harsh and noisy for anything but hard charging.
