adjusting toe? (archive)

For front toe adjustments, do I just need to loosen the M8 nut/bolt on the outer tie rod, and then rotate the inner one as needed? I.e. is the "hidden" end of the inner tie rod (the part under the boot) on some sort of ball joint or bearing, such that it can rotate freely? The reason I ask is that my previous experience has been with 2002s, where there are clamps on both ends of the inner ball joint. Looking at the parts CD and reading Brett's CD it appears that there's only one clamp.

Thank you for any insight.
