Rust under windshield and proper cyl. compression (archive)

how much does it usually cost to get the rust under the windshield repaired? I have in on the drivers side corner a little and I would like to repair it before it gets real bad. Also, what are the proper cylinder compressions for these motors. Mine has 123,000 miles and I just got it tested and if I understand the descriptions on the bill that he gave me, I am running the following compressions in the cylinders. 200, 190, 190, 190. Since I have no point of reference I don't know if that is good or not. Thanks for the help.
