1) Yes. The trunk lid will have a VIN tag up above the tool kit. Open it up, and it should be there.
2) You will either need a) new SI board batteries (basically two 1.2V NiCd from Radioshack) or b) a rebuilt SI board, about $200. Try Programa, they advertise in the Roundel. There are also companies that sell the original equipment Varta batteries in kit form for about $20. Skip it and try the standard NiCds first.
A tip from my late brother: try buying a cordless phone battery pack, one with two cells and red and black leads already soldered on. He used to cut off the connector and solder the wires directly to the SI board. He held them in place with double-stick tape. If you really want to get complicated, solder 18" leads down from the SI board to a spot under the dash. Terminate with a 2-pin connector. Get a 2 battery holder from Radioshack, and solder 2 leads to it, terminated with the other half of the connector. Tape it inside the lower dash panel, and pop in two NiCd batteries. If they ever die again, you don't have to remove the instrument cluster to get to them again!
I know it's overkill, but hey, it's cool and it doesn't take a hell of a lot of time. I think I'll do that when I get home. My tach doesn't move smoothly in the mornings whe I first start it. After about 5 minutes, it clears up.
