You're talking about E36 M3's. We're an E30 M3 crowd (the REAL M3's) :-)
FWIW yes the US M3 has 240hp (no it wasn't assembled in the US it came from Munich and also a WBS first three letters of the VIN like our cars)
There was a 286 bhp version (sort of speak, Euros use brake horsepower 'bhp' that is not the same as our US HP equivalent). The 286 version also made it to Canada, about 40 cars and they did not sell well. For 96 and beyond the 3.2L was a 321 bhp version. Canadians started receiving the US version and it sold well (lowered the price). Does that help?
