I refinished my valve cover earlier this year. Following the advice of a local shop that does vintage restorations, I had the old finish removed by sand-blasting the cover with walnut shell pieces (sand particles inside the engine are not good!), and then had the cover powder-coated with black krinkle finish. It wasn't cheap, but it came out perfect. I can send you a pic if you're interested.
