Is there really a noticeable difference with the JC chip vice Dinan or Autoauthority? What makes the JC chip so popular? Who's the best source to buy it from?

Jack, most E30 M3 owners I know who tried both prefer the JC chip. However, you might look for some hard 'dyno' chart evidence. In my case (an E34 M5) I went with Dinan because several charts I found with dyno results on specific cars were showing the Dinan chip consistently better than JC (again, on the M5).
