Maybe you are looking up the wrong formula or misunderstand something. I have roughly 10-12 Physics books and they all agree with each other. What book are you using?

Additionally here are 5 URLs showing the Squared factor and NOT the fourth power. Try Google for many many other citations and examples.

The first one shows an attempt to derive the MOi for the various shapes comprising a particular wheel. Hope this helps.
