if you have a performance chip, it most likely is running really rich.
To get more power, they advance the spark.
This also requires adjusting the mixture to match.
However, when you tune it to the edge of detonation, as a precaution they most likely have made the mixture extra rich. This would cause plenty of soot to blow out the exhaust and collect on your bumper, especially with DTM tips.
Is this the most efficient tuning? not really, but it will give the most power. Some chips which don't make quite as much power, may be tuned much closer to the optimum mixture, so the more aggressive the chip, the more soot you'll get.

I have a silver 91 M3 with the stock chip and exhaust, and i don't get any soot at all on my bumper.
So you want power? you have to clean too.
