I'm looking for thoughts/insight on building an E30 M3 to run in J-stock/prepared or an E36 M3 to run in I-stock/prepared. A friend is running in JS and from poking through the archives it sounds like there is reasonable competition in JS but I'm not sure in what region.

I guess I'm hoping for feedback on the preferred choice of car (E30 vs. E36) and then competition in class, ideally on the West Coast.

If you want competition, build an E30 325i or E36 325i into an ITS car for SCCA club racing. I believe you can use the same car for KP BMWCCA club racing. SCCA will have lots of competition, BMWCCA will have some but not nearly as much.

If you must have an M3, the E30 can be run in ITE but the E36 M3 currently has no IT class. Only T2 which is a National level class. From the BMW club races I've attended, there's been more JS cars than IS cars, like 3 times as many. Hope that helps.
