If the shims are baked in a carbuerizing atmosphere, then the entire surface of the shim would be case-hardened. If they're just ground from steel that's already hardened, then they're still hard, through and through.

I don't see any problem with reusing them, just make sure they're really flat. Measure them in several places with your micrometer and compare.
