First and foremost -- MAKE SURE EVERYTHING IS RUNNING PROPERLY. You don't want to start modifying a sick car.
If you're modifying the car to go to a driving school, at the very least do an oil pan baffle; oil starvation is a potential killer. I would also suggest good tires if it doesn't have any, along with good brake pads and potentially brake ducting (on a stock E30 M3, you stand a good chance of overheating the brakes at a track). The rest is non-essential, but fun.
Chip: JC or Dinan are my suggestions. I have the Dinan, and have had no problems with it.
Shift kit: UUC is what I have, and I love it.
Other suggestions:
Strut tower bars (at least in the front, preferably both in order to maintain balance).
Shocks and springs and sway bars. I went for a Dinan Stage 3 kit (rebound adjustable Konis, and adjustable front and rear re-badged ST (I think?) sway bars). Some people will give you less expensive options here, but I honestly like Dinan's stuff. Make sure you reinforce the sway bar mounting points. Turner sells a kit for this.
If you want to increase engine performance, go for an Evolution airbox and intake (if you have a pre-'90 M3), and Evolution 2 intake cams. Exhaust cams can be had from a number of manufacturers, and are also recommended (Dinan, BMW Motorsport, Turner, etc.). The intake cams will increase torque, with the biggest gains at high RPM (so it's a real top end horsepower gain), and the exhaust cam will fatten the torque band through the low and mid range by shifting power from up top (no real gain in HP, but more useable power around town).
Anyway, those are just my opinions... I'll stop for now :)
