You get unmetered air in the engine at idle or very low throttle openings. Once engine is warm and choke goes off the engine is too lean and will hesitate. In extreme cases it will idle high and cut ignition every time it gets to about 1400 RPM. Check out seals between head and TB (spray w/carb cleaner and listen for change in RPM) , fitting for hose to brake booster, caps for vacuum gauges etc... Good luck.
