Call up a local signshop, preferably close to you. Measure the height that you need, and then the width with an extra 2 feet. Ask for black flat vinyl, and let them know it's for exterior use so they don't give you the 3 year version. When you pick it up, ask for a plastic burnisher (it'free) for application. Clean your bumpers well. use spray the application area with water. Then burnish the vinyl on. If you mess up, just peel it up (that's the reason for the wet application) And continue. Let dry for an hour then re-burnish the vinyl making certain all the water is out, and remove the protective paper covering the top of the black vinyl.
A perfect way to remove the old tape would be to use a good steamer and peeling it away. It leaves some glue, but you can find some glue/goo remover, maybe lemon based.
